On November 12, 2007, representatives of the Federal Space Agency of Russia (Roscosmos) and ISRO signed an agreement on the joint work of these two agencies on the Chandrayan-2 project. ISRO will be primarily responsible for the orbit and the rover, and Roscosmos had to provide the lander. The Government of India approved the mission at a meeting of the Union Cabinet on September 18, 2008, chaired by Prime Minister Manmohan Singh. The design of the spacecraft was completed in August 2009, when scientists from both countries conducted a joint review. Despite the fact that ISRO finally approved the payload for Chandrayan-2, the mission was postponed in January 2013 and postponed until 2016, as Russia was unable to timely develop the landing site.
